    European regulations are that the power presented must be that of the primary propulsion source. In the e:HEV system thats the electric motor, which is exactly 184PS. The US regulations are that they can use peak combined output, which is higher as at higher speeds the engine also clutches up...

    The power in Europe is not reduced. It's just a quirk of how they report power figures. The reduced figure is the peak output of the main electric motor, whereas in North America they use a 'combined' figure.
